Critical to the successful performance of any efficiency program is reliable, accurate analysis of data. Proctor Engineering Group uses a variety of advanced methods to gather, compile, and assess information, as well as evaluate the procedures and potential improvements for each project. For an eastern utility company, a project was conducted to study targeted refrigerator replacements, lighting retrofits, and client education in low-income, payment-troubled households. This study included an impact evaluation with a detailed examination of potential confounding factors due to problems with comparison group selection and seasonal usage variations. Billing data analysis, including OLS and robust regression modeling, as well as detailed analysis of treatment and comparision group characteristics were used to provide reasonable, defensible program savings estimates and to attribute savings to individual measures. |
